SIOUX FEDERATION
NO ALCOHOL POLICY

The Sioux Federation has a strict "NO ALCOHOL POLICY" for all campouts and Federation events, which will carry penalties if violated. The No Alcohol Policy pertains to the possession and/or consumption of alcohol of any kind on or off the camp or event premises while the camp or event is being attended. All Federation members are required to obey the No Alcohol Policy; all Federation officers, nation officers, tribal officers, and adult members of the program are responsible for enforcing the No Alcohol Policy, in order to better the experience for our children.

If an individual or individuals are found to have violated the Sioux Federation "NO ALCOHOL POLICY", the following penalty will be carried out:

The individual(s) who violated the policy will be expelled from the program. The expelled individual(s) will have the right to appeal the expulsion (to the Sioux Federation Officers’ Review Committee) by filing an "Alcohol Incident Form" with the Federation. The Sioux Federation Officers’ Review Committee will review the incident, and make a final determination on the individual(s)’ appeal, in accordance with the Federation Officers’ Review Committee Policy (as outlined in the Constitution for the Sioux Federation).

If a tribe or tribes are found to have violated the Sioux Federation "NO ALCOHOL POLICY", but the identity(s) of the actual individual(s) is not known, the following action will be carried out:

The responsible nation chief will file an "Alcohol Incident Form" with the Federation, explaining the incident in detail. This nation chief will be responsible to gather information about the incident in order to accurately complete the Incident Form. The responsible nation chief must enlist the help of all other Nation Officers in gathering information to complete the report, and must obtain these nation officers’ signatures on the completed "Alcohol Incident Form" prior to filing. The Sioux Federation Officers’ Review Committee will review the incident, and make a final determination on the tribe(s)’ violation in accordance with the Federation Officers’ Review Committee Policy (as outlined in the Constitution for the Sioux Federation). Based on the findings of the Sioux Federation Officers’ Review Committee, one or more of the following penalty(s) will be carried out:

1. If the actual identity(s) of the guilty individual(s) is not determined during the Federation Officers’ Review Committee review process, but it is confirmed that the violation(s) did occur with the knowledge of the tribe(s) in question, then the tribe(s) in question will be suspended from the next campout (or the next Federation event, as applicable). The tribe(s) will also forfeit all honor points accrued up to that violation.

2. If the actual identity(s) of the guilty individual(s) is determined during the Federation Officers’ Review Committee review process, and it is confirmed that the violation(s) did occur with the knowledge of the tribe(s) in question, then the tribe(s) in question will be suspended from the next campout (or the next Federation event, as applicable). The tribe(s) in question will also forfeit all honor points accrued up to that violation. Lastly, the individual(s) who violated the policy will be expelled from the program.

3. If the actual identity(s) of the guilty individual(s) is determined during the Federation Officers’ Review Committee review process, but it is determined that the violation(s) did not occur with the knowledge of the tribe(s) in question, then the tribe(s) in question will not be suspended from the next campout (or the next Federation event, as applicable). The tribe(s) will not forfeit honor points accrued up to that violation. The individual(s) who violated the policy, however, will be expelled from the program.

Any expelled individual(s) will have the right to appeal the expulsion (to the Sioux Federation Officers’ Review Committee) by filing a separate "Alcohol Incident Form" with the Federation. The Federation Officers’ Review Committee will review the individual(s)’ incident report against the nation chief’s incident report, and will make a final determination on the individual(s)’ appeal in accordance with the Federation Officers’ Review Committee Policy (as outlined in the Sioux Federation Members Handbook).

The cooperation (or lack of cooperation, as applicable) of the tribe(s) in question will be taken into consideration during the Federation Officers Review Committee review process.

If a tribe or tribes are found to have violated the Sioux Federation "NO ALCOHOL POLICY" a second time, regardless of whether the identity(s) of the actual individual(s) is known, the following penalty will be carried out:

All members of the tribe(s) who violated the policy will be expelled from the program. Members of the expelled tribe(s) will not be allowed to join any other tribe(s) within the Sioux Federation. The tribe(s) will have the right to appeal the expulsion (to the Sioux Federation Officers’ Review Committee) by filing an "Alcohol Incident Form" with the Federation. The Federation Officers’ Review Committee will review the incident, and make a final determination on the tribe(s)’ appeal, in accordance with the Federation Officers’ Review Committee Policy (as outlined in the Constitution for the Sioux Federation).

The Sioux Federation (and its officers) reserves the right to take the actions described and to enforce all penalties contained within the No Alcohol Policy document when/as deemed necessary.
